THE IMPACT OF BUILDING SETBACK IN HOUSING ESTATE DESIGN IN NASARAWA STATE, NIGERIA. 

ABSTRACT

“Setback” is a building regulation enforced to regulate spacing between two buildings in order to have adequate solar exposure and ventilation. It is a mandatory requirement on every individual who want to construct a structure, such persons must obtain permission from the local authority, certifying the fulfilment of setback requirement before commencement of construction. Despite rules and regulations framed for good reasons, instances of violation of development control rules (especially setback rules) are observed in the residential buildings of Keffi, Nasarawa State. This research study examines the impact of building setback in Housing Estate Design in Nasarawa state Nigeria. To achieve this aim, research through literature review and survey using academic journals and survey books was carried out. From the literature review, the type and standard of building setback was identified. The study also proffered solutions to unorganized Housing Estate Design. Based on the results gotten from the research, providing adequate setback in housing estate can limit or minimize the rate of encroachment and unorganized Estate development.

1 CHAPTER ONE: INTRODUCTION

Land use regulations such as building setbacks are one of the principal techniques employed to achieve a good urban development Nwaka (2005). Great cities in the world today had only attained their greatness through a series of coordination in their development stages. Nwaka (2005), mentioned that these regulations are conducted principally at the local level and depend largely on the land use district where a building is located. Samadi and Hizballah (2008), defines building setbacks as the left-over spaces mostly found in between buildings in front, at the sides and at the rear of buildings which varies in size and location.

This definition is mainly dwelling on the micro planning level which mainly concerns the architect, whereas the city of Belleview land use document defines building set back as a space in which no structure as defined by land use may be located except where specifically allowed by the land use code, The document further stated that setbacks are required along front, rear and side property lines and some easements.

The provision of setbacks has a positive influence on the design of buildings and promotes good health and welfare, through the provision of functional and adequate outdoor spaces and also well lightened and ventilated building interiors. It provides access, skyline views and recreational uses such as outdoor dining, gardening, and children play. It further promotes fire safety by spacing building and their protruding parts away from each other and allow passage of firefighting apparatus between buildings. Samadi and Hasbullah (2008) argued that street furniture, skyline views, spaces between buildings, architectural style height and sizes of facades, creates positive city image.

The concept of building setbacks originated in New York 1916, and was authored by Edward Bassett while serving on the blue-ribbon U.S commerce advisory committee whom were assigned the three (3) responsibility to draft state zoning enabling act, which was later adapted throughout the United States. G. Nwaka (2005) wrote that Nigeria like most other developing nations colonized by the British had its town and country planning ordinance which entails building setbacks from the United Kingdom in 1946 that was later reviewed in 1992.

1.1     Background of Study.

The unprecedented growth in cities in Nigeria, which is most times unguided had culminated in a variety of problems such as chaotic land development and haphazard land uses Olamiju and Oyinloye, (2015). Virtually no regulatory or policy reference to the socioeconomic impact of electricity projects is integrated into the environmental regulatory framework of Nigeria. All issues related to compensation or involuntary resettlements due to the exercise of eminent domain are addressed in the Land Use Act of 1978 (amended, 1990). This act provides the legal basis for land acquisition and resettlement in Nigeria. According to the act, all land in Nigeria is vested in the Governor of each state, to be held in trust for the use and common benefit of all people Oyesiku (2001). The administration of urban land is directly under the control and management of the Governor, whereas nonurban land is under the control and management of the Local Government Authority.

This regulation is mainly intended to solve developmental problems in emerging cities and urban centers. Bye laws were also drafted by some state governments to handle physical development programs relating to their locality, A good example is that of Lagos state which was enacted in 1981 Named Town and country Planning (Building Plans) Regulations 1981. Although meant to serve Lagos state, many states also adapted a similar approach including Nasarawa state. In the last three decades Keffi had its transformation from a traditional town setting to an emerging city with an influx of population largely because of its proximity to the new Federal Capital Territory which resulted to expansion of its urban landscape in terms of provision of buildings ranging from commercials to residential units.

These buildings sprang up in an organic manner without much regulation; this can be attributed to the role of informal sector, since they are the major provider of land and housing in the town. This research work is focused on studying the problems faced in Keffi as a result of non-adherence to planning regulations especially building set-backs and how it affects the development of the town to a model urban area.

The study translates into a design that will encourage further development of the housing type, and finally create a model for housing that will generally be accepted and appreciated by the Estate users.

                                                                 1.2     Problem Statement

The unprecedented growth in cities in Nigeria, which is most times unguided had culminated in a variety of problems such as chaotic land development and haphazard land uses. Ventilation and lighting are major problems in an uncontrolled structure especially in the tropics. The research will analyze the intricacies in achieving an effective building setback devoid of any hindrances. The architectural design will aim at transforming the research data and models into a workable design configuration suitable for the Estate Housing Scheme.

                                                                                  1.3     Aim

The aim of this study is to identify the impact of setback of building in Housing Estates, with the view to suggesting strategies for controlling development in the study area.

                                                                           1.4     Objectives

The objectives of the study include:

  1. Identify buildings minimum setback standards for housing estates in Nigeria.
  2. Investigate the demographic characteristics of households occupying the buildings.
  • Examine the factors responsible for unlawful setbacks of existing buildings.
  1. Investigate Setbacks susceptibility to the hazard of poor ventilation and lighting with a view to protecting health, visuals comfort of residents.
  2. To propose a design that address all the above shortcoming.

  1. What is the buildings minimum setback standards for housing estates in Nigeria? ii. What is the demographic characteristics of households occupying the buildings?
  • What are the factors responsible for unlawful setbacks of buildings in Housing Estates?
  1. How is setbacks susceptible to the hazard of poor ventilation and lighting with a view to protecting health, visuals comfort of residents?
  2. How can a Proposed design of Housing Estate address the problems of

ventilation, lighting and health visual comfort of Residents?

                                                                                 1.6     Scope

This research work was conducted on the impact of the building setback in housing estate in Nasarawa state. It identifies the standard and address the issues regarding illegal encouragement.

                                                                           1.7     Limitation

This research work is limited to impact on building setback in Housing Estate. It focused mainly on the impacts of building setbacks in Housing Estate. This research is through the use of online academic journals and other academic write-ups relevant to the topic of research.
