Library Resource Management and Service Delivery in Government Higher Institutions, Niger State, Nigeria

Employing a descriptive survey design, the research engaged a population of 210 librarians and library officers from various institutions, including Federal University of Technology, Minna (FUT MX), Ibrahim Badamasi Babangida University, Lapai (IBBUL), Federal Polytechnic Bida (FPB), Niger State Polytechnic Zungeru (NSP ZUNG), Niger State School of Nursing Bida (S/N BIDA), Niger State School of Midwifery, Minna (S/M MX), Federal College of Education, Kotangora (COE KT), College of Education, Minna (COE MX), College of Agriculture Mokwa (COA MK), Federal College of Fresh Water Fishery Technology, New Bussa (FCFWFT N/B), Federal College of Wildlife Management, New Bussa (FCWM N/B), and Justice Fati Abubakar College of Arts and General Studies, Minna (JFLA). The study employed a total enumeration technique for data collection.

Structured questionnaires and observation checklists served as the primary instruments for data collection. Among the 210 distributed questionnaires, 185 were effectively filled and returned, yielding an 88.0% response rate. The data was analyzed using percentages, mean scores, and frequency tables.

The findings highlighted that the primary means of acquiring information resources across the government-owned higher institutions was through purchase, donations, and gifts. In terms of library services, the study revealed that the most prominent services provided were current awareness services and recommendations of library materials. Preservation methods for information resources in these institutions primarily involved library security and ensuring adequate ventilation within the library space.

Through hypothesis testing, the study demonstrated a significant relationship between the acquisition, organization, preservation, and management of library information resources and the provision of library services in government-owned higher educational institutions located in Niger State, Nigeria. Based on these findings, recommendations include the need for a consistent and substantial supply of relevant library information resources, coupled with effective staff motivation strategies to enhance the delivery of library services.
