Abstract:
The public procurement system in Nigeria plays a vital role in the successful execution of construction projects. However, construction firms in Nigeria often face challenges related to high transaction costs during the bidding process. These costs can significantly affect the competitiveness and overall efficiency of the procurement system. Therefore, this abstract proposes a mediation model aimed at minimizing transaction costs for construction firms participating in public procurement in Nigeria.

The study will adopt a mixed-methods approach, combining quantitative analysis and qualitative interviews. The quantitative phase will involve data collection from a sample of construction firms operating in Nigeria. The data will be analyzed using statistical techniques such as regression analysis and structural equation modeling to examine the relationship between transaction costs and various factors influencing the bidding process.

The qualitative phase will involve in-depth interviews with key stakeholders, including construction firm representatives, procurement officers, and government officials. These interviews will provide a deeper understanding of the transaction costs faced by construction firms and the underlying causes. Additionally, the interviews will help identify potential mediators that can mitigate these costs and improve the efficiency of the bidding process.

Based on the findings from the quantitative and qualitative analyses, a mediation model will be developed. The model will identify specific factors that influence transaction costs, such as bureaucratic red tape, corruption, lack of transparency, and information asymmetry. Furthermore, the model will propose mechanisms and strategies for reducing these costs, such as streamlining administrative procedures, enhancing transparency and accountability, and leveraging digital technologies.

The proposed mediation model aims to provide practical recommendations for policymakers, construction firms, and other stakeholders involved in the public procurement system in Nigeria. By minimizing transaction costs, the model seeks to enhance the competitiveness of construction firms, attract more participation, and promote the successful execution of construction projects. Ultimately, a more efficient and transparent public procurement system will contribute to sustainable economic development and infrastructure growth in Nigeria.
