Abstract:
The rehabilitation and empowerment of individuals with visual impairments are essential for fostering their independence and integration into society. However, in South-Eastern Nigeria, there exists a concerning pattern of ineffective rehabilitation practices that hinder the empowerment of the blind and visually impaired individuals. This abstract aims to highlight the neglect towards blind vocation and habitation in the region, shedding light on the challenges faced by this marginalized group.

The study utilizes qualitative research methods, including interviews and observations, to gather data from blind and visually impaired individuals, rehabilitation centers, and relevant stakeholders. The findings reveal several key issues contributing to the ineffective rehabilitation of the blind in South-Eastern Nigeria.

Firstly, there is a lack of accessible vocational training programs tailored to the unique needs and abilities of the blind and visually impaired. Many rehabilitation centers offer limited or outdated vocational training options, resulting in inadequate skill development and limited employment prospects for this population.

Secondly, the study highlights the inadequate provision of habitation support for the blind and visually impaired. Accessible housing, transportation, and infrastructure are crucial for promoting independence and full participation in society. However, these essential elements are often overlooked, leaving blind individuals at a disadvantage in terms of mobility and habitation.

Furthermore, the study uncovers systemic negligence and insufficient funding for blind rehabilitation programs. Limited financial resources, inadequate staffing, and a lack of government support contribute to the ineffective implementation of rehabilitation services, perpetuating the cycle of dependence and exclusion for the blind and visually impaired.

The implications of this research highlight the urgent need for policy interventions and increased investment in blind rehabilitation services in South-Eastern Nigeria. Addressing the neglect towards blind vocation and habitation requires comprehensive reforms, including the development of accessible vocational training programs, improvements in habitation infrastructure, and increased funding for rehabilitation centers.

By promoting inclusive rehabilitation practices, South-Eastern Nigeria can empower the blind and visually impaired individuals, enabling them to lead independent lives, contribute to society, and unlock their full potential.
